The Netherlands has changed Aruba’s COVID-19 risk classification from “code orange” to “code yellow” indicating reduced risk for visitors from the Netherlands when traveling to Aruba. This is welcome news as it should provide a welcome boost to tourism from the Netherlands. Charter company TUI had previously indicated that they would resume flights as soon as Aruba is back to code yellow. Code orange is defined as “Only travel if you have to. There are health and safety risks, an entry ban and / or quarantine obligation.” Code yellow is defined as “You can travel, but be vigilant, there are risks.”. The Dutch code yellow classification does not mean that people from the Netherlands do not need to provide proof of a negative test or take a test on arrival – testing remains a requirement by Aruba for entry.

* The official total active cases of 181 based on the 16 new cases, 5 recoveries and 1 death published by Aruba’s Department of Health today do not add up as yesterday the published total active cases was 176. So the active cases today would not be 181 but 186, unless recoveries, and new cases have been misreported or yesterday’s total published was also incorrect. Furthermore the published total of 181 active cases based on 169 residents and 13 residents also does not tally. We will be pending for corrections  or clarifications on these numbers from the Department of Health.

As of July 25th 2020 Aruba has added a new testing option which is especially relevant to residents of US states with more restrictions. Please see updated Mandatory requirements for travel to Aruba.

The protocols in place for visitors who test positive are that they will remain in isolation until recovered. The isolation location depends on whether the visitor was booked at a hotel/timeshare or at a villa/private residence. Hotel/timeshare guests who test positive are transported to alternative accommodations for isolation. If staying at a villa/private residence, depending on the facilities there, a guest may also be transported to an alternative location for isolation. Throughout the isolation process, medical follow-up will be conducted. Once the patient recovers and tests negative, he/she can resume vacation or depart the destination. Travel companion(s) of any new confirmed case are required to stay in quarantine – the quarantine period of 14 days restarts each time a new case is discovered within the group.

The Aruba government has not yet announced a date for reopening of Aruba’s borders for international travel. In the meantime, the airport, accommodations and most sections of Aruba’s tourism industry are busy preparing for this date. With the local spread appearing to be under control (zero active cases since May 28), the Aruba Government along with various tourism organizations and the Department of Health are all working closely together to define, clarify and implement the protocols and procedures deemed necessary to balance the pressing economic needs of Aruba and visitor safety as well as safety of the local population.

During a televised forum yesterday evening where representatives of the aforementioned organizations were present, several of the protocols and preparations were discussed. These included airport screening with temperature checks, short interviews by doctors, and flow control at the airport. It was indicated that any suspected cases at the airport will be subject to a test with a result available within 45 minutes. There was also mention of an obligatory insurance that all visitors would be required to have to cover certain costs related to COVID-19 protocols and procedures in case of a visitor testing positive, including a hospital stay or ICU placement if required. The intention is to combine the insurance requirement with the mandatory ED card application procedure. Protocols for isolation and transportation of positive cases are also being finalized. In terms of facility updates at the airport, plexiglass shields would be in place at all counters, sanitation protocols in all airport areas have been revised, PPE equipment will be mandatory for all airport staff, air quality at the airport will be enhanced, and airline protocols will be updated. Information was also provided about preparations at accommodations, including glass/plexiglass shields on check-in, contactless room entry, rigorous sanitation regimens etc. More information and details on these protocols and procedures are anticipated soon from the respective authorities.
